Mission & Vision

The mission of the Special Secretariat is the design, coordination, and implementation of a comprehensive framework of policies and actions for the use of artificial intelligence and data governance in the country.

At the core of its mission is the creation of a smart regulatory framework that ensures AI serves social well-being without undermining competitiveness. At the same time, it shapes the strategy for public data, promotes the availability of open data, and strengthens strategic data management so that data is utilized effectively, transparently, and securely.

At the European and International level, it represents the country in shaping policies on AI and data, actively participates in the European AI Board and in European initiatives for Common European Data Spaces, and aligns the national framework with European and International law.

At the same time, it invests in developing digital skills among public officials and citizens, supports the country’s AI infrastructure and open data, strengthens the connection between the public and private sectors, and promotes an innovation ecosystem that links the research community with the market.

The Special Secretariat’s purpose is to ensure the responsible use of Artificial Intelligence and data by the government, strengthen the national innovation ecosystem, and serve as a central hub of expertise. A Secretariat at the service of the ecosystem, promoting projects with an outward-looking approach, sustainability, and digital sovereignty, creating the conditions for a more productive economy and a more effective administration.

Our vision is a state that operates with a focus on data and Artificial Intelligence: an AI-ready public administration that is not limited to regulation and reaction, but to anticipating and to responsibly integrating technology into the design and delivery of services. A State that facilitates rather than hinders, builds trust, connects research with the market, leverages the free flow of quality data, and offers better, faster, and more transparent services to citizens, while at the same time contributing to a sustainable and innovative development model in alignment with European priorities.

Responsibilities

The Special Secretariat is structured as follows:

  • the Artificial Intelligence Directorate
  • the Data Governance Directorate
  • the Independent Department of Planning, and Project Management.

Artificial Intelligence Directorate

Artificial Intelligence Governance Department

It monitors and collects data on the implementation of the National AI Strategy, coordinates with relevant stakeholders, prepares reports on AI activities in the country, and implements awareness-raising and digital skills development initiatives. In addition, it maintains a registry of Artificial Intelligence projects in the public sector and promotes scientific research and research-oriented activities.

Department of AI Standards and Technology Applications

Supports technology projects in the public sector, collaborates with European bodies and programs to adopt common practices and standards, and monitors technical specifications and regulations. It manages the Directorate’s digital tools and applications and collaborates with relevant departments to ensure coordinated actions

AI Regulatory Compliance Department

Drafts legislative and regulatory acts, coordinates the harmonization of the national legal framework with European and international law, and represents the country at the European and International level. It drafts monitoring reports, studies legal issues, and participates in the formulation of policies for new ΑΙ technologies.

Data Governance Directorate

Data Strategy and Policy Department

Designs, implements, and monitors the National Data Strategy, coordinates with relevant stakeholders, recommends priorities and resource allocation, prepares reports, and conducts awareness-raising and digital skills development initiatives.

Department of Data Standards and Technological Applications

Monitors and improves the implementation of standards, provides technical support to the public sector, manages technical specifications and regulations, develops digital tools, and promotes scientific research initiatives.

Data Governance and Regulatory Compliance Department

Studies legal issues, drafts legislative acts, harmonizes the national framework with European and International law, represents the country at the international level, prepares monitoring reports, and coordinates agencies for the implementation of the framework.

Independent Department of Planning and Project Management

Designs and coordinates projects, both co-funded and non-co-funded, monitors their progress, and evaluates the achievement of objectives. Drafts progress reports, enters into contracts and cooperation agreements with public, research, and international bodies, monitors their implementation, and supports the planning and harmonization of digital transformation and data governance projects in the public sector.

The Special Secretary

By decision of the Prime Minister and the Minister of Digital Governance, Dimitris Papastergiou, Vasilis Karkatzounis has been appointed Special Secretary for Artificial Intelligence and Data Governance.

Vasilis Karkatzounis is a lawyer specialized in New Technologies law. Graduate of the Faculty of Law at the University of Athens, with a postgraduate degree (LL. M.) from Queen Mary University of London, he holds a PhD from the University of the Aegean about privacy protection in online advertising.

He has served as legal advisor to the Minister of Digital Governance in critical areas such as Cybersecurity, Artificial Intelligence, and Internet governance. In this capacity, he actively participated in shaping the national legal framework for new technologies, as well as representing Greece in negotiations for the EU AI Act (EU AI Act) and the Council of Europe Convention on Artificial Intelligence. Following the adoption of the AI Act, he has taken on the coordination of the national working groups of the AI Board and the AI Committee, contributing decisively to the interpretation and implementation of the new regulatory framework in Greece and Europe.

He has extensive experience in advising on issues of IT law and personal data protection, collaborating with public and private entities. His research and professional work focuses on data governance and the ethical and legal dimensions of Artificial Intelligence, with a particular emphasis on its use in sectors such as public administration and the administration of justice. He has published studies and articles in academic journals and edited volumes on technological developments and their legal and policy challenges.
