3rd Multistakeholder Forum (MSF) – Trustworthy AI in the Public Sector

The Special Secretariat for Artificial Intelligence and Data Governance of the Ministry of Digital Governance is organising the 3rd Multistakeholder Forum, a partner event of the European Commission’s European AI Innovation Month 2026.

The Forum is the closing consultation event of the project “Integrating AI Technologies in the Greek Public Administration”, implemented in cooperation with Expertise France and funded by the European Union through the Technical Support Instrument (TSI).

It brings together public authorities, regulators, academia, industry and civil society for an open, forward-looking dialogue on how to govern and scale trustworthy AI in the public sector.

Key themes

1. Implementing Law 5321/2026

The national framework for implementing the AI Act: designation of national competent authorities, coordination of market-surveillance authorities under the Hellenic Data Protection Authority (HDPA) and the role of the Hellenic Telecommunications and Post Commission (EETT) as notifying authority.

2. AI governance in the public sector

The AI Governance Model and AI Implementation Reference Framework, including the AI-solution lifecycle, Generative AI usage guide and data governance.

3. AI regulatory sandboxes

How regulatory sandboxes can enable safe, compliant innovation in public administration, based on Article 12 of Law 5321/2026 and the European framework.

4. AI skills & capacity building

The proposed AI competences framework for the public sector, digital competence profiles for identified roles and the Training Needs Analysis (TNA) methodology.
