On Thursday 22 October 2026, the Special Secretariat for Artificial Intelligence and Data Governance held the 3rd Multi-Stakeholder Forum (MSF), entitled “Trustworthy Artificial Intelligence in the Public Sector: Implementing Law 5321/2026 on the Artificial Intelligence Act”. The Forum, an official partner event of the European Commission’s European AI Innovation Month 2026, addressed four themes:
- the implementation of Law 5321/2026, including the national supervisory system and the competent authorities
- AI regulatory sandboxes
- AI governance in the public sector
- AI literacy and skills
Held at the Ministry of Digital Governance, the Forum brought together stakeholders from government authorities and the wider public sector, independent authorities, academia, the private sector and civil society. It aimed to exchange views and shape evidence-based, workable policies for the responsible use of artificial intelligence (AI) in the public sector.
The Forum drew more than 200 representatives from more than ten ministries, independent and supervisory authorities, defense and cybersecurity bodies, public research and technology organizations, social partners, universities, and businesses. The authorities represented included the Hellenic Data Protection Authority, the Hellenic Telecommunications and Post Commission (EETT), the Hellenic Authority for Communication Security and Privacy (ADAE), the Greek Ombudsman, the National Transparency Authority and the Greek National Commission for Human Rights (GNCHR), while civil society organizations such as Homo Digitalis took part in the proceedings.
The proceedings focused on the practical challenges of implementing the new framework. Participants raised specific questions about the obligations now placed on public bodies and the protection of citizens’ rights, and the scale of participation underlined that responsible integration of AI into public services depends on cross-institutional cooperation.
The Deputy Minister of Digital Governance, Mr Christos Dermentzopoulos, and the Secretary General of Information Systems and Digital Governance, Mr Dimosthenis Anagnostopoulos, delivered opening remarks. The Special Secretary for Artificial Intelligence and Data Governance, Mr Vasileios Karkatzounis, then set out the objectives of the Forum, after which Mr Marios Skiadas, Key Expert at Expertise France, presented the outcomes of the 2nd MSF on the implementation of the AI Act in Greece.
The 3rd Forum was the final consultation event of the project “Integrating AI Technologies in the Greek Public Administration”, which is funded by the European Union through the Technical Support Instrument (TSI) and implemented in cooperation with Expertise France.
The Special Secretariat warmly thanks all speakers and participants, whose input shaped a substantive exchange on trustworthy Artificial Intelligence in the public sector, and it thanks its own staff, whose work made the event possible.
